I would imagine the built in app on my LG OLED could do it as well but I don't use the built in apps. I play my 4k rips on a ATV4k(infuse), Nvidia Shield(plex) and my Oppo 203(full BDMV rip) without issue. So we'd need to know more about what you want to play this content on. It can be bad if your computer isn't powerful enough to handle the transcoding. This is good as it allows your content to play on anything with no work needed by you. As plex will then transcode it, using CPU power, to something your device does support. Playing via plex does only if the device you're streaming to doesn't support the format you're trying to play.
Just find an internal drive for a desktop or external for a laptop.
